Restore Ethics to Congress
Francine will work to re-establish a functioning ethics committee to enforce tough rules on privately funded junkets and hold members of Congress to the highest level of ethical conduct. Francine also supports eliminating anonymous appropriation earmarks. She believes that fighting the culture of corruption in Congress takes Representatives who are willing to stand up to powerful special interests and Washington lobbyists.

Slash the Debt
The national debt is a threat to our national security and Francine believes that we must slash corporate subsidies and eliminate anonymous appropriation earmarks which allow politicians to escape accountability for their actions. She will also refuse to ever accept a pay raise any year that the government runs a deficit and believes all members of Congress should do the same.

Affordable Health Care
Francine believes that all Americans deserve access to affordable health care. She understands that we must reduce the number of uninsured to lower health care premiums for the rest of the country. Francine supports tax credits for small businesses and increased access to purchasing pools so they can provide health care to their employees. She also supports reducing the cost of medication through negotiated prices with drug companies and importation of safe prescriptions from foreign countries.

Honesty About Iraq
Francine believes it is the responsibility of the President and Congress to develop a clear exit strategy that works to restore basic security and subsequently remove our troops. She believes that the Iraq War was a distraction from the very serious threat of terrorism. She also believes that honoring soldiers and veterans is the moral obligation of Congress.

Defeating Terrorism
Francine Busby believes that terrorism is the most serious threat to the security of American citizens and in Congress she is committed to eliminating terrorists wherever they are. She believes that the War on Terrorism has been hindered by too many Washington politicians and not enough military experts involved in the decision-making process. She also supports de-politicizing homeland security so that areas at the greatest risk for attack are receiving the most funding.

Honoring Veterans and Military Personnel
Keeping America's promise to our nation's veterans means so much more than speeches on Memorial Day. It means fighting every day to fulfill promises on healthcare, education and benefits. Francine is fully committed to taking a leadership role in full funding for the VA so no veteran is denied health care, concurrent receipt of pension and disability benefits, a 21st Century GI Bill that provides full tuition coverage and TRICARE health coverage for the National Guard and Reserve. She also believes that wemust fight to ensure that our military receives the absolutely best equipment and training available not the equipment provided by a contractor with the best political connections on Capitol Hill. Francine will also fight for pay raises for our military because it is unacceptable that some of our men and women in uniform are forced to accept public assistance during their service to this country. It is un-American for our nation to allow our heroes in uniform to be left behind during any part of the legislative process.

Safeguarding Social Security
Francine believes that Social Security requires small adjustments, not radical changes. She strongly opposes the privatization plan supported by congressional Republicans because the estimated $5 trillion transition costs would close to double the national debt. She believes that before starting to look at solutions, Congress needs to take the privatization proposal off the table.

A Stronger Economy
Francine Busby believes that we need to re-prioritize our tax system to value working families and eliminate tax-evaders. She strongly supports reducing taxes for small business and working families and to balance those cuts, Francine supports the elimination of corporate tax shelters and loopholes that cost the county hundreds of billions of dollars. Her approach will create economic growth while cutting the national debt and helping American families prosper.

Support Women’s Rights
Francine Busby has always been a strong defender of women’s rights. She believes strongly in allowing women to make their own reproductive choices while continuing to work to reduce the number of abortions. She supports eliminating discrimination in the workforce and reducing violence against women. Francine was the founding President of the Casa Teresa Central Guild, which provides housing, pre-natal care and financial assistance to pregnant women.

Protect Our Environment
As a native Southern Californian, Francine understands the need to protect our air, water, park, forests and beaches. She believes that the current leadership in Congress is leading us in the wrong direction. The Congressional leadership is pressing for oil drilling off the coast of California, loosening clean air and water protections, threatening our parks and preserves and commercially logging our National Forests instead of investing in fire prevention and thinning around our communities. In Congress, Francine would be committed to working pro-actively to protect our environment for future generations to enjoy.
